OLRS comments on proposed rules affecting special education services

The Ohio Legal Rights Service (OLRS) submitted comments to the Ohio Department of Education on a proposed rule that sets forth standards for the admission, transfer, suspension, and expulsion of students at the Ohio state schools for the blind and deaf. OLRS cited to the lack of procedural safeguards and conflict with federal and state law, specifically the Individuals with Disabilities Education Improvement Act, the Operating Standards for Ohio Educational Agencies Serving Children with Disabilities and Section 504 of the Rehabilitation Act.
