ICFs/MR required to ensure right of residents to manage their own financial affairs

All residents of intermediate care facilities for the mentally retarded (ICFs/MR) must have a formal money management program in place, according to a memo from the Center for Medicaid and State Operations/Survey and Certification Group, Centers for Medicare & Medicaid Services. The memo indicates that the facility must, "Allow individual clients to manage their financial affairs and to teach them to do so to the extent of their capabilities." Every resident's need for a formal money management program must be addressed annually in their Individual Program Plan (IPP) by the facility interdisciplinary team (IDT). The determination is based upon the results of a comprehensive functional assessment and a consensus by the IDT. Formal training in financial management is also required for all clients based on their capabilities.
