OLRS comments on ODMRDD's proposed Futures Waiver

OLRS provided comments to the Ohio Department of Mental Retardation and Developmental Disabilities on the proposed Futures Waiver. OLRS attorney Michelle Atkinson and OLRS disability rights advocate Earnestine Hargett expressed concern that only a limited number of children will receive services and many of those children should be able to receive such services without a waiver under the federally mandated Early Periodic Screening Diagnosis and Treatment (EPSDT) program. Atkinson and Hargett also raised concern that the waiver could be used to provide respite services to children in an institutional setting which is in conflict with the purpose of a home and community-based waiver program — to provide services in the community.
