Negotiation Skills For Parents: Terms to Know

Free and Appropriate Public Education (FAPE)
Special education and related services at no cost to parents through an Individualized Education Program (IEP) to meet the child's unique needs.
Impartial Due Process Hearing
A hearing about identification, evaluation, placement or provision of FAPE to a child with disabilities.
Independent Educational Evaluation (IEE)
An evaluation paid for by the school district or parent, conducted by a qualified examiner not employed by the school.
Individualized Education Program (IEP)
A written statement of educational services developed, reviewed and revised during IEP team meetings.
Individuals with Disabilities Education Improvement Act (IDEA)
A federal law which provides educational services and rights to children with disabilities.
Least Restrictive Environment (LRE)
Teaching children with disabilities together with nondisabled children as much as appropriate.
Multi-Disciplinary
A team process which includes qualified individuals with different areas of knowledge or expertise.
ODE Complaint Process
A review and written decision by ODE in response to a parent's written complaint about a violation by a school district.
