Negotiation Skills For Parents: Terms to Know
- Free and Appropriate Public Education (FAPE)
- Special education and related services at no cost to parents through an Individualized Education Program (IEP) to meet the child's unique needs.
- Impartial Due Process Hearing
- A hearing about identification, evaluation, placement or provision of FAPE to a child with disabilities.
- Independent Educational Evaluation (IEE)
- An evaluation paid for by the school district or parent, conducted by a qualified examiner not employed by the school.
- Individualized Education Program (IEP)
- A written statement of educational services developed, reviewed and revised during IEP team meetings.

- A team process which includes qualified
individuals with different areas of knowledge or expertise.
- ODE Complaint Process
- A review and written decision by ODE in response to a parent's written complaint about a violation by a school district.
