Ohioans with disabilities and Ohio's Consolidated Plan

The Ohio Legal Rights Service (OLRS) provided comments to the Ohio Department of Development for Ohio's draft Consolidated Plan for Fiscal Year 2009 (FY 2009). The Consolidated Plan describes programs and activities that the state will undertake with U.S. Department of Housing and Urban Development (HUD) FY 2009 dollars. The state of Ohio is required annually to prepare and submit this plan in order to access certain types of HUD funds.

OLRS' comments reflect the agency's concerns that Ohioans with disabilities are not being assessed and planned for through the Consolidated Planning process. OLRS states that individuals with disabilities are often faced with unaffordable or inaccessible housing, giving them no alternative to community integration and forcing them into nursing homes or other institutions.

OLRS concludes that the current assessment of and planning for the housing needs of Ohioans with disabilities is not meeting the requirements of federal laws and state policy. This failure to assess and plan continues to impede and sometimes reverse community integration for Ohioans with disabilities.
